Experience and Expertise
Simon has worked as a commercial transactional legal practitioner following his admission in 1997 with an emphasis on ICT and commercial, including procurement matters and intellectual property law.
Simon is an extremely experienced commercial practitioner with expertise and comprehensive knowledge of ICT and broader commercial and procurement practice and matters, relating to the State of Tasmania and its instrumentalities, having worked in these areas of practice since 1996.
Over the course of his career, Simon has obtained an extensive knowledge of State policies, procedures and processes, and key strategic drivers and sensitivities, in the context and for the purposes of the State undertaking business and operationally critical procurements of goods and services in order for its agencies and instrumentalities to deliver required services and facilities to Tasmanians.
Simon’s practice requires him to draft, negotiate and provide advice in relation to complex, novel, critical and routine legal documentation and transactions. He has acted as a key observer and adviser on a number of Steering Committees for critical and/or complex projects including the Telco Infrastructure Project, TasGRN Project, the TMRN and various air rescue projects. Simon also participates in CIO weekly standup meetings and the Data and Digital Committee Meeting.
Major, critical or complex matters Simon has advised and acted on during the course of his career include:
- Telecommunications Infrastructure Project
- TasGRN Project – Legal Lead
- Numerous ICT procurements, including under both TTCC and the former GITC frameworks. These include procurements of major medical systems, civil registry management system, automated traffic offence enforcement program, automatic vehicle location systems, and the development of bespoke TTCC Standing Offer Agreement documentation
- Aeromedical Rescue Services Contracts over 15 years for both fixed wing and rotary wing services
- Various vessel procurements including for DPFEM , including the procurement of the vessel Cape Wickham, game fisher catamarans and inflatables, replacement ferries for the Bruny Island service and vessel procurements for EPA operations
- Procurement of medical equipment and supplies
- Procurement of license and identification cards for various agencies including DSG, DPFEM and DNRE
- Vehicle inspection services
- License testing services
- Assistance in relation to the regulatory and procurement processes for the Licensed Monitoring Operator for Electronic Gaming Machines
- Novel and business critical collaboration agreement between the State and UTAS
- Intellectual property transfer and vaccine research agreements for DNRE with the salmon industry to assist with vaccine development and distribution for the salmon industry
